What Justworks PEO does
Justworks becomes a legal co-employer of the client's staff, files the employer taxes, places workers' compensation, and pools the client into benefit plans a 12-person business could not buy on its own. That legal arrangement, not the software around it, is what a firm is actually recommending. Two tiers exist. PEO Basic covers payroll and employer tax filings, workers' compensation access, time tracking, PTO, a document centre, online onboarding and offboarding, harassment prevention and inclusion training, and round-the-clock support. PEO Plus layers on the benefits that most clients are actually buying: medical, dental and vision, HSA and FSA accounts, 401(k), COBRA administration, commuter benefits, life and disability cover, and a set of named services including Talkspace for mental health, Kindbody for fertility and family building, health advocacy and on-demand primary care. Justworks holds IRS CPEO certification and ESAC accreditation alongside SOC 1 and SOC 2, which is the certification stack a firm should be checking before it recommends any PEO.
The channel position is the same one that applies to Justworks Payroll. There is an accountant partner program with more than 700 firms, a single sign-in advisor dashboard across client accounts, a dedicated relationship manager and a referral tracking tool, and compensation described as partner revenue share or client rebates without published figures. But a PEO cannot be operated wholesale by a third party. The firm cannot buy at a wholesale rate, run the client's payroll and keep the spread, because the PEO is the employer of record for tax purposes and the contract is between Justworks and the client. Batch processing across a book does not exist here in any form. The firm refers, advises, and reads the data afterwards.
The trade-offs are structural rather than software problems. Neither PEO tier has a published price, which sits oddly next to the transparent $8 per employee plus $50 base on the standalone Payroll plan, and it means every client evaluation starts with a quote. Benefits enrollment is a further $25 per enrolled employee per month. Exiting a PEO is materially harder than switching payroll providers, because the client has to re-establish its own state tax registrations and re-source every benefit plan, so this is a decision with a long tail. Firms should also confirm with Justworks how a mid-year transition affects a client's payroll tax wage bases before moving anyone in the second half of a year.
Against Rippling PEO the split is about scope: Rippling sells the PEO as one module of a wider IT, device and app management platform, which suits clients who want that and overshoots clients who do not. Against Paychex's PEO and the legacy Oasis book, Justworks wins clearly on interface, on self-service, and on publishing its certifications where a buyer can find them. Against Justworks Payroll, the deciding question is whether the client needs group medical it cannot otherwise access.
Top pick stands. For the specific case a firm meets most often, a client of 10 to 60 people that wants real benefits and does not want an HR function, this is the most straightforward certified PEO to put them into, and the one whose compliance credentials are easiest to verify.
